This course has been prepared by the Federal Highway Administration (FHWA), Contract Administration Group. This Group is located within the Office of Program Administration (HIPA) office, which is a part of the Office of Infrastructure.

This course is designed to discuss contract provisions, administrative procedures, and applicable policies related to Federal-aid construction contracts. Discussions will include those contract procedures, policies, and requirements prescribed in 23 CFR Sections 230, 633, and 635; and their applicability to construction contracts. There will also be discussion about the detection and reporting of fraud to the Office of the Inspector General (OIG), U.S. Department of Transportation.

Upon completion of the course, participants will be able to:
  • Locate and interpret policy, procedures and directives that affect construction contract provisions and contracting procedures
  • Research FHWA policy via statutes, regulations, and directives in a systematic manner, using the web and other resources
  • List the 5 financial steps involved after contract award through State reimbursement from the US Treasury (Reimbursable program)
  • Interpret the 13 provisions of form FHWA-1273 ¿ "Required Contract Provisions for Federal-aid Construction Projects"
  • Explain how State and Local Procedures can coexist with Federal procedures while maintaining Federal aid eligibility
  • Be able to interpret the State's oversight agreement
  • Use fraud indicators to detect the possibility of fraud and refer any matters involving fraud, bribery, kickbacks, gratuities, etc. to the USDOT/OIG

 

Instructor

Kathryn L. Weisner, P.E. works as a Construction & Contract Administration Engineer for the Federal Highway Administration’s (FHWA) Resource Center.  Her focus is on construction inspection and oversight, construction project management, construction site safety, claims, work zone traffic control design, evaluation and implementation, PS&E development, bid package preparation, and bid analysis.  Kathryn is also responsible for conducting training classes in Contract Administration and Construction Inspection.  Kathryn has been with the FHWA for seven years.  Before her current assignment, she worked in the Pennsylvania Division as an Area Engineer ensuring the successful delivery of the federal-aid program in four state DOT engineering districts from planning through construction and maintenance.

Prior to the FHWA, Kathryn worked for the Maryland State Highway Administration (MSHA), starting her career as a construction inspector and culminating her career as a Construction Area Engineer for Baltimore and Harford Counties.

Kathryn has a Master in Business Administration (MBA) from Frostburg State University and a Bachelors in Civil Engineering (BSCE) from Penn State.  She is a registered Professional Engineer in Maryland and Pennsylvania. 

Jason Dietz has worked for FHWA for 18 years in various field-engineering positions in two states, Washington D.C., Central Federal Lands, and now Eastern Federal Lands in Sterling, VA. He is currently the Pavements Team Leader where he is responsible for pavement design and construction recommendations for new and rehabilitation pavement projects, as well as the advancement of innovative pavement technologies. In addition, he manages the Pavement Management System for the National Park Service. Mr. Dietz is also working with the National Highway Institute (NHI) on new and updated training materials for the use of In-Place Recycling applications and is working to be a certified instructor for NHI. Mr. Dietz has been instrumental in the national advancement of new technologies for the Federal Highway Administration particularly on In-Place Recycling.

Prior to joining Eastern Federal Lands he served as area engineer and a Construction/Materials Engineer for the FHWA California Division Office for ten years where he was responsible for administration and inspection of Caltrans highway projects.

Mr. Dietz is a member of and provides support to various TRB subcommittees, and is a member of Association of Association of Asphalt Pavement Technologists (AAPT).

Mr. Dietz holds B.S. and M.S. degrees in Civil Engineering from the University of Nevada, Reno.

Edwin Okonkwo joined FHWA in March 1991, under the Highway Engineer Training program.  Has a BSC in Civil Engineering from the University of Houston and MSE degree in Engineering Construction Management from the Catholic University of America. He is currently a Contract Administration Engineer at FHWA.

Prior to joining HIPA-30, he completed the Highway Engineer Training program in 1993 and served as an Area Engineer in Maryland Division for 5-years. As an Area Engineer, he was responsible for full oversight of Federal-aid projects within his assigned geographical area.

Contact Hours: 12.0. For purposes of the VA DPOR continuing education requirements for Virginia Professional Engineer license holders this workshop earns 14.4 continuing education credits.

All federal, state and local government agency personnel that must interpret and apply Federal regulations that effect administration of Federal aid contracts.

Special Registration Instructions for Employees of the Virginia Department of Transportation

VDOT employees must register for U.Va. Transportation Training Academy workshops through the VDOT Virtual Campus. Registration fees and related expenses for all VDOT employees will be paid from the VDOT Learning Services Center budget. Registrants should contact their District Training Coordinator or the VDOT Learning Services Center (Central Office employees) for instructions on how to seek reimbursement for travel expenses.

Due to current travel restrictions, VDOT employees are strongly encouraged to attend U. Va. TTA workshops on a day trip basis. Overnight travel requires permission from your District Administrator or Chief -- and in some cases higher levels of authority. If you require overnight lodging to attend a U. Va. TTA workshop, consult with your supervisor, District Training Cooridinator, or VDOT Learning Services Center on travel approval procedures.
