Bicylists and Pedestrians: Effectively Meeting the Needs of Non-Motorized Transportation

Complete Streets, livable communities, sustainable transportation; buzzwords abound, but one thing that is certain is that integrating bicyclists and pedestrians into our transportation network is receiving increased attention.  As transportation dollars shrink and energy costs increase the awareness of the needs of  bicyclists and pedestrians continues to increase at all levels of government, with greater emphasis on developing transportation infrastructure and communities that facilitate use of walking and bicycling as legitimate and desirable transportation modes, not merely recreation.

This workshop will provide attendees with an understanding of policies and regulations, design standards and guidelines, new technologies and design treatments, and facility planning considerations needed to provide appropriate accommodations for bicyclists and pedestrians in a variety of contexts.  We will look at the broad spectrum of issues that impact the effective and efficient delivery of bicycle and pedestrian accommodations.  Students will learn the fundamentals of facility planning and design, understand the policies and regulations impacting bike and pedestrian accommodations, and also develop an understanding of how to consider the needs of bicyclists and pedestrians and the commensurate level of accommodations for varying contexts.  The course is not an in-depth course on facility design, but a comprehensive look at the many elements needed to provide bicycle and pedestrian accommodations and facilities.

Instructor

Jakob Helmboldt is a transportation planner specializing in bicycle and pedestrian issues.  He is a Project Manager with Vanasse Hangen Brustlin, Inc. (VHB), a Transportation, Land Development, and Environmental Services firm.  Previously Mr. Helmboldt worked for the Virginia Department of Transportation as the Statewide Bicycle & Pedestrian Program Coordinator and the Safe Routes to School Coordinator and he has also worked in environmental, land-use, and transit planning.

Contact Hours: 6.5. Each participant who completes the workshop will be awarded a certificate documenting their attendance and the number of attending hours. For purposes of the VA DPOR continuing eduction requirements for Virginia Professional Engineer license holders this workshop earns 7.8 professional development hours.

Who Should Attend?

The course is aimed at transportation professionals and municipal planners, including engineers, planners, and project managers that need a solid understanding of the issues related to providing bicycle and pedestrian accommodations.  VDOT and local government employees who work on transportation projects that must comply with the 2004 Commonwealth Transportation Board Policy for Integrating Bicycle & Pedestrian Accommodations are especially encouraged to attend.

Registration/Payment

The public-sector fee (for local and state government employees) is $75 and the private-sector fee is $300. The registration fee covers the session, all course materials, and meals.

You can complete the registration form and mail it along with a check or government purchase order made out to Center for Transportation Studies (TTA). Credit cards and online payments are not accepted.

Please note that faxed-in registration forms will be considered as a “provisional booking” only. Registration is confirmed once the payment is received.

Special Registration Instructions for Employees of the Virginia Department of Transportation

VDOT employees must register for U.Va. Transportation Training Academy workshops through the VDOT Virtual Campus. Registration fees and related expenses for all VDOT employees will be paid from the VDOT Learning Services Center budget. Registrants should contact their District Training Coordinator or the VDOT Learning Services Center (Central Office employees) for instructions on how to seek reimbursement for travel expenses.

Due to current travel restrictions, VDOT employees are strongly encouraged to attend U. Va. TTA workshops on a day trip basis. Overnight travel requires permission from your District Administrator or Chief -- and in some cases higher levels of authority. If you require overnight lodging to attend a U. Va. TTA workshop, consult with your supervisor, District Training Cooridinator, or VDOT Learning Services Center on travel approval procedures.
