Biographical Information

Gary Allen is Chief of Technology, Research and Innovation for the Virginia Department of Transportation. In this capacity, he is responsible for the Virginia Transportation Research Council, a multi-modal research center sponsored jointly by VDOT and the University of Virginia; VDOT's Information Technology Applications, Systems Engineering and Software Development Division; Information Technology Operations and Infrastructure Division, and the VDOT Knowledge Management Program.

Dr. Allen joined VDOT in 1972, became director of the Research Council in 1989, and became VDOT's Director of Technology, Research, and Innovation in June 2002. He has published numerous articles on transportation finance and policy and has served as chair of several committees of the National Research Council's Transportation Research Board on transportation economics, finance, and taxation. He also served on the faculty of the AASHTO Executive Institute for more than ten years, specializing in innovative finance. Dr. Allen has taught transportation policy and finance in the University of Virginia's Graduate School of Engineering & Applied Science and has held adjunct faculty positions with the Department of Economics and the Department of Urban and Regional Planning at the University.

Dr. Allen holds a degree in business and economics from Berea College in Kentucky and a Ph.D. in economics from the University of Virginia, where he specialized in public finance and policy analysis. He also earned a Certificate in Transportation Finance and Investment from Carnegie Mellon University.
